Birbiri arasındaki yükseklik farkı nedeni ile yapılan merdivenler ile bağlantısı sağlanan iki caddeyi bağlamak esasına dayalı İzmir Tarihi Asansör inşası 1907 yılında yapılmış bir yapıdır. Bugünkü adları ile iki cadde, geçmişte ise sahil boyu ile Halil Rıfat paşa semti kentin gelişimi esnasında geçmişten gelen fiziksel özellikler nedeni ile birbirinden ayrılmıştır. Bu ayrılığın giderilmesi ve ulaşım için yapılan merdivenlere İzmir halkı Karataş Merdivenleri adını takmıştı. Tarihin derinliklerinden gelen taş ocağı kullanımın temel neden olarak görüldüğü bu ayrılığın giderilmesi için yapılan tam 155 basamaklı merdivenleri diğer bir adı, merdivenlerin başladığı noktada oturan ailenin adı ile aynıydı. 1985 ve 1993 restorasyonları ve Dario Moreno sokağı takviyesiyle bugünkü halini alan İzmir Tarihi Asansör, hem aynı işlevini korumakta hem de seyir terası vasfıyla dikkatleri çekmektedir.
